Submit an ObservationThe Berwyn Heights Residents Coalition for Accountability (BHRCA) is a resident-led initiative committed to enforcing the Town's existing ordinances around rental housing, parking, and property maintenance.
We document violations, submit formal complaints, and present evidence to Town Council and Code Enforcement — using the legal tools already in place to protect our community.
All submissions to BHRCA are treated as confidential. We are protected under Ordinance 120 Section 10E.

Every rental property in Berwyn Heights — including rooms in owner-occupied homes — requires a valid annual license and inspection.
Ordinance 120Vehicles may not be parked on a public street for more than 72 consecutive hours. Commercial vehicles may not park overnight in residential zones.
Ordinance 119Any resident has the legal right to file a formal written complaint that triggers a mandatory Code Enforcement investigation — and appeal inaction to Town Council.
Ord. 120 § 10ENo more than five unrelated individuals may occupy any rental unit. Violations are subject to fines up to $1,000 per occurrence.
Ordinance 120Rental properties built before 1978 must carry a valid MDE Lead Certificate. Failure to provide it triggers additional state-level penalties.
MDE / Ord. 120Residents may request inspection records, complaint logs, and enforcement histories from the Town under the Maryland Public Information Act.
